In the fall of 1999, representatives from piping and drumming associations across North America met to discuss the merits of forming an alliance to standardize the structure, rules and judging of piping and drumming competitions.

Prior to the formation of the B.C. Pipers Association (BCPA) piping societies had briefly existed in Vancouver: a Pipers’ Society in 1905 and the Vancouver Pipers’ Society in 1921.

A code of rules was decided on for the running of the contests, a panel of competent adjudicators appointed along with an administrative structure to co-ordinate all the facets. The Pipe Band Association soon won the acclaim of all progressive bands. A new harmony now emerged and with it the SPBA prospered.

The Royal Scottish Pipe Band Association was founded in 1930 as a governing body to oversee pipe band competition and to promote and encourage the development of pipe band culture throughout the world. The RSPBA sets the rules and guidelines for pipe band contests that take place in Scotland, administers the events themselves, coordinating adjudication, logistics and evaluation, and holds Annual General Meetings to ensure that the rules and regulations are up to date.
